If it were me, I would pick up a spare upper intake manifold and open it up to match the TB at the flange and tapering towards the neck. Before you actually start grinding, have someone weld some more metal on the exterior of the neck. that would let you be a little more aggressive with the grinder and not punch through. A used upper intake manifold shouldn't be very expensive, in case you mess up. That and most mistakes can be fixed with a welder.
