That's extremers setup for some reference for the custom brackets. As a point of reference, the hrc one bolts to the foglight brackets. I guess you can bend so sheet metal and have those screw into the foglight brackets, then weld the brackets to the IC. Also, as some point of reference, my my hrc fmic is right close to the powersteering cooler line infront of the radiator to the point where the powersteering line bent some of my IC fins at the back of the IC. The FMIC is that close to the body of the eclipse. Goodluck! Post some pics.
As for the front bumper support, I am in favor of keeping it even though it is barely functional in an accident that way I cut it (It pretty much lost 40% of its mass after the modification) since with out it, I have HUGE gaps between the headlights and the bumper.
I think if I kept the black lip, then I would not have cut soo much but I wanted the most airflow coming into my radiator. However, I figure with the bumper support useless in a crash, I think that the *extra* stuff I added has to add some protection in a bad accident (fmic, pipes, iron manifold, turbo!).
