edit: Just read the rest of your post. Yeah, where the screws are, it fits PERFECTLY at the hrc flange. You slip it on there, and tighten the screws using a allen fitting. As for the washers, I have none in mine. I actually cut three off the coils off so that can open at lower psi 0-3psi, and not have the wwaaaaaaaaarrrrrrrrrpppppppppppppp sound. Ever since I cut off the coils actually, I LOVE IT. Not sure if this applies to the type H but keep that in mind.
If the dude that you bought if from ran a lot of boost, then that explains the many washers in there.
