It sounds more like a fuel pump malfunction than a electronic cut off by the ecu. But it also might be something more simple (i.e. fuel line kink, bad plugs, bad wires, clogged fuel filter)
But go ahead and check both. Check all your fuel pump wiring, fuel lines, and other related items to the fuel system and make sure it's all connected well. The posts at the inline fuel pump can be a concern as can the relay depending on how you've wired everything.
Also, if you are wary of your voltage clamp, hook a multimeter up to your map sensor wiring and have a look at it under boost. Under boost, the voltage shouldn't exceed 4.79. If it does, then that's the problem.
But low rpm fuel cuts sounds more generally fuel related as opposed to turbo-system related. Like I stated above, I'd check all your fuel lines, for possible kinks, and mount the fuel pressure guage on your windshield and see how it looks when you have the fuel cuts. If you still can't find anything, go ahead and change your fuel filter, spark plugs, and spark plug wires. It could be any one of them. (I know it might be a pain to do these things, but it's better to elminate those things as causes for ~$60 than to pay someone else three times that to possibly come up with nothing)
If it's not occurring under boost, it's not related to the voltage clamp. Moreover, an exhaust leak will not cause any sort of fuel cut.
