Its been around for a while. Microsoft has been developing the concept since around 2000-2001. If you check the Origins link on the Microsoft link you posted you can get a brief overview.
Also many tech sites such as www.gizmodo.com & www.ubergizmo.com have been following the story for quite some time now. I wouldn't exactly call it "just released" but maybe "just released to the idiotic masses"

Someone linked to a video a while back of one of the guys who helped come up with this sort of thing at a tech show playing around with it. I don't recall any mention of MS in the presentation.
