I am trying to install a 60 mm TB on my car. The only problem is, is there is no place for the vaccum line that runs to the stock TB. Can I just plug this off? or Does anyone know what it is for?

If you are talking about the vac line at the back side of the TB on top, it goes to the EVAP system.

You can try pulling the hard line off (it goes to a rubber line on the passenger side of the engine bay, you'll see it) and using another section of hose and a butt connector to route it to one of the three vaccuum sources on the back of the intake plenum.

From what car (make/model/year/engine) did you pull that TB out of? Does it bolt right in?
