Some cars had something that connected to there, there is nothing wrong with just capping it off.

It's where fresh air is sucked into your cat. My non-CA '95 talon had this from the factory, and when I got a flash update on my pcm the dealer capped the metal pipe from the cat off, and plugged the hole at the bottom of the factory intake. I have a CAI V1 and I just bought a 1/2" pvc cap and tapped it on w/ a hammer (lightly!).

no, the whistle is actually really cool! I put a breather filter over it so that I could keep the whistle and it sounds like a turbo spooling when I floor it and when i shift it blows harder and sounds like a BOV! It is actually really cool. Don't worry about it, I guaruntee you 100% you will be just fine.
