I didn't know there was a japanese 420A... well there isn't... You can't have a Japanese Chrysler engine , though there is a Mexican (420A) Chrysler engine. There was a post like a few months ago, and this guy was talking about importing a "JDM 420A engine", but quickly everyone found out he was a fake. Anyways, I would suggest building up the 420A, since they are cheaper if you blow it up from tuning plus, there is alot of aftermarket support for it...
There are quick 420A-powered cars... The HRC guys (I think there turbo kits are better than Star's) did a 11.5 second run with a turbo, a DFI, and upgraded fuel and internals. But there Stage V kit does carry a hefty price, at $6k or $7k, last time I checked. Also, I heard about a HRC 420A powered 9-second Neon, well I hope those guys read this post 
The ONLY good thing about the 4G63 is that its internals can support upto 400hp and thats it! The non-turbo 4G63 found in the Lancers, I heard was only 115hp compared to our 140hp, and then the 4G63 complain about how we have a higher compression than they do. But I think that they are very dependant on their turboes and without it, they would have nothing... hint hint have you ever seen a 4G63 all-motor car?
The only cost effective way of doing a swap is just going out and buying a 4G63 powered car...
If you still want a swap, of any kind, I would suggest swapping in the 3000GT/Stealth TT 3.0L V6 6G73 motor...
