Yes, its incorrectly machined. Send it back to get it fixed, if you can. I got one like that from CI. I tried to contact them for the longest time but gave up.
I have made my own plates. It is a bit of a difficult, painstaking task to do without machinery (I did it by hand with a holesaw, grinder and sanding "items").
Depending on the amount of gap, it may or may not affect you all that much. I wouldn't do the JB weld trick. Captain Caveman
