#115050, "new powersteering pump or belt?"

I'm going to be buying a 95 talon esi bone stock, 5spd, at take-off in first or just really low speeds theres a very loud screeching, when I had my 92 tsi talon (both sat for about a year before being started)the tsi only did it for about a month then it just stopped, would that just be from the 95 sitting? or would it need to be replaced? or is it what I think it is?

Most likely you just need to inspect and tighten or replace the accessory belt. No biggie.

like Dino said, check the belt as well to make sure it's not getting old and hard, that'll make it squeal like a pig too.
