No. 95-2000 Stratus, Cirrus, Breeze, nonturbo PT, or Caravan. There's only one 2.4L block in any 95-2006 non-srt4 Chrysler vehicle, and they're all the same AFAIK.

No. You swap the coil trigger wires, and move all the injectors down one, e.g. 1 becomes 2, 2 becomes 3, 3 becomes 4, and 4 becomes 1.

You can use either, though the 2.0L VC fits better. The clearance issue doesn't come from the VC, it's because the block is taller.

No. You can't use an SRT4 block because the oil drainback tubes cast and machined into the block are larger than on other 2.4 and 2.0L motors, and so the head won't seal. Block off those passages and find another way to drain oil out of the head, and it'll work, too.
