The company would be liable for damage caused by their negligence in properly securing a load on a trailer (despite what some decal on the back of a dump truck might say - they have a responsibility to keep shit from flying off the truck), but tire failure is not something that anyone is liable for. In the insurance realm, collision is any claim resulting from two vehicles coming into contact with each other (or contact with a permanent structure). Comprehensive claims are generally related to things which happen to the car when it is not in motion - hail damage, hitting a deer, theft, etc.. They will offer to cut you a check for a new, stock parts which would have been damaged by this claim. They'll add in money for paint, materials and labor, then subtract your deductible.
