Well if it's only hesitating when it gets to around 15 PSI then that would seem to be your problem. With the 16g, you are running a large amount more power than with a stock turbo, so by not having any sort of boost control or fuel management, you are living dangerously. It hesitating means that you are most liekly haveing your timing pulled by a lean condition form the stock fuel settings from the stock injectors. What this means is you should get an MBC and set it to 12 PSI or less. Or install your new 255 FP and hopefully that will get some more fuel to your engine. Also you should get an SAFC and/or pocketlogger so you can adjust your fuel settings so you won't be knocking like a mofo which it seems like you are now.
Running more power with no way to control or monitor is foolish (I definitely know this from experience and am living the repercussions right now). You have good mods to make power but you don't have any way to monitor or control your engine conditions and that would explain why your engine is running poorly under higher boost.
