Because of the differences in the boring. The 64 motor is bored 1.5 mm larger then the 63T. The head and the block have to be port matched.

The 64 gets it's extra displacement through that 1.5 mm boring difference. If you slapped a 2.0 head on a 2.4 block the combustion chamber wouldn't be right.
