Stock springs and retainers have been safely run to 8000 rpm. I wouldn't suggest it but some brave sould have done it.

9500+ means cams, springs, ti retainers, and valves with all the little stuff checked.

Some people change valve guides, and get new lifters, and like someone above said, the tranny will die far before you get to 9000 so you'll have to get that rebuilt too.
