Actually, I do suppose that it shouldn't be loose, per se. Just not under tension. If it has a lot of play, and your suspension is completely connected, then I would check the bushings in the brackets that bolt to the frame, and the endlinks. Energy and Prothane make sway bar polyurethane inserts. Check with RRE for more information. If one or both of the endlinks have failed, check your local friendly neighborhood Mitsubishi dealership (Chrysler will be more expensive, unless you are smoking the parts guy's pole).
