The static fuel pressure should be 43.5 PSI, but that doesn't sound like your problem.

Have you checked all of your inputs and outputs? Does the MS see RPM, CLT, IAT, etc. signals? Are the fuel injectors firing? You you running fuel and spark or just fuel? We need a lot more details to help out.
