Finally got the car to pass smog!

These are the changes since the last report
- put a hose clamp on the breather hose (it was a little loose).
- changed the oil.
- installed stock range Champion plugs, gapped 0.048".
- installed new downpipe.
- new o2 sensor.
- Kaiser's cat con.

Original Test results:

_________|_rpm__|_%CO2_|_%O2__|_HC (ppm)___|_CO (%)___________|_NO (ppm)____|
M1 15mph | 1861 | 14.7 | 0.2 | 117 (9/56) | 0.17 (0.02/0.51) | 67 (57/443) |
M2 25mph | 1890 | 14.6 | 0.2 | _89 (7/40) | 0.13 (0.03/0.49) | 84 (50/730) |

Latest test results:
_________|_rpm__|_%CO2_|_%O2__|_HC (ppm)___|_CO (%)___________|_NO (ppm)____|
M1 15mph | 2836 | 14.7 | 0.06 | 21 (9/56) | 0.03 (0.02/0.51) | 86 (57/443) |
M2 25mph | 2906 | 14.6 | 0.04 | 9 (7/40) | 0.01 (0.03/0.49) | 89 (50/730) |
(note that the latest test was done 1000rpm higher than the original. Interesting.)

The new sensor is probably what had the greatest impact. My stock cat did not look particularly bad, but Kaiser's loaner had some 40k less miles on it, and so definitely helped.

The car is running pretty smooth now, too. It starts almost instantly (with the newer Optima), runs smoother, and I haven't noticed the small hesitatations when accelerating as much.

Thanks to all who responded, and especially to big K for coming by and helping wrench.

Till 2 years from now...
juan
