...if the state has emissions then the engine is supposed to be same year or newer and unless it is offroad then it needs to be smog legal if applicable. For example being that cali is the worst state in the world in terms of engine ideals if it is a Talon with any engine except the same model and year then it it needs to have the appropriate smog stickers. It must be an engine from that maker as well. So you can't take a Civic and drop in a Chevy block unless at one time or another chevy made an engine for honda. That is the most strict it is and only applies in cali. It may have changed within the last couple years though (especially since I've seen RX-7's with Ford and Chevy engines). My rant is over, maybe that helped
