I'm curious, lets say I take a car that was made in 1996, and i want to turn it to off-road road racing only car (i.e. NOT street legal), are you still obligated to register with your state's department of transportation/motor vehicle administration? How about Insurance requirements? etc.

How about what i've heard that if an obd-1 or 2 car has an engine that is NOT original in that car, it is exempt from emissions testing?

Can anyone out there give me some insight about the regulations around off-road amateur race cars (nasa, scca, etc)?

Depends on individual state laws. But you need to register it under a special title, like a race car or a show car, something that is emissions exempt, this means you can not daily drive it. You may even have to tow it to and from events. Sometimes they let you drive if it is to and from the track, depends on how you register it and state law.

Same things goes with Insurance, you can get special insurance, may cost more or less depends on how you do it. For portions of the year the car can be uninsured since it's out of race or show season...

One of my friends used to register his truck like that(82 S-10 with a 305 swapped in) after he put the hydro's and everything on it and turned it into a show truck. In PA at least I think the limitation on it was something like less than 500 miles a year on the road. They give some leeway on the matter just for the sake of moving it around and what not. He drove it all the time though, just unhooked to odometer for a while and then hooked it back up for a few days to get some miles on it. Just that once you register like that I don;t think you can ever sell it normally again, not sure though on that part....

...if the state has emissions then the engine is supposed to be same year or newer and unless it is offroad then it needs to be smog legal if applicable. For example being that cali is the worst state in the world in terms of engine ideals if it is a Talon with any engine except the same model and year then it it needs to have the appropriate smog stickers. It must be an engine from that maker as well. So you can't take a Civic and drop in a Chevy block unless at one time or another chevy made an engine for honda. That is the most strict it is and only applies in cali. It may have changed within the last couple years though (especially since I've seen RX-7's with Ford and Chevy engines). My rant is over, maybe that helped
