not having a fuse in the right place or not having one at all would not make the amp light go off.

Common reasons for amps to shut down:

Short Circuit (enough said)
Overcurrent or voltage (too much current or voltage or not enough voltage, depends on amp)
Thermal protection (not enough ventalation or too low a load)
