Okay, this statement does not make any sense. You are not just rotating the rim itself. As long as you get a tire that keeps your speed ratio the same you are rotating the same circumfrance. What makes the difference is the weight of the rim, metal weighs more than rubber, so you increase the amount of metal, decrease the amount of rubber, it is just going to weigh more which = more rotating mass.
Boost it, you won't feel a difference then, trust me.
