With the 95's (at least the Neons, I believe the programming is the same for the 420a dsms), you can unplug the cam sensor and it'll run after cranking for about 8-10 seconds IF THE CAM SENSOR WAS THE PROBLEM. If you still have the old style (plastic) crank sensor with the round pins, those liked to fail and break off in the block when trying to remove them. Odds are your crank sensor is bad, but it can still work partially while cranking, so the PCM will cycle the ASD/fuel pump relays on/off when it sees a good signal during revolution. Only way to verify for sure is with an oscilliscope and a copy of a known good waveform, or shotgunning a new sensor in of course.
