There is only one bolt, and that is the drain. The fill port is a rubber plug, but I find it easier to fill through the reverse switch hole.

There is no fill plug fastener. So I am not sure what torque spec you are providing here.

Air/pneumatic tools are never used to torque a fastener to a specified value anyway, so I this is irrelevant. If you want to torque to a specific value, use a torque wrench.
