I think I've heard of the neon guys using the protek kits but my initial opinions just looking at that auction are this:

no name wastegate
no name BOV
no name turbo
no fuel system what-so-ever
manifold looks to be a star replica (might be good might be bad)
nice big intercooler
seems to be enough piping for intercooler
275whp is bullshit

For the same money I would go with the treadstone kit first at least you get a quality turbo (also no fuel system, but there are a few people on here who have vouced for them)

edit: didn't read it, but here's a thread on protek

ok well I was under the impression that the treadstone was in the same price range but I think it's more. They were on ebay, but I can't find any right now so maybe they aren't selling on ebay currently, but here is a link to the kit on their site.
http://www.treadstoneperformance.com/product.phtml?p=235&cat_key=12&prodname=420a+Turbo+kit+95-99+Eclipse+Talon

I'd say the advantages of the treadstone kit are the manifold seems to be a quality piece (although the protek one can be too, possibly the same exact manifold) the turbo and wastegate are both made by turbonetics (although turbonetics also made the deltagate wastegate which many people had problems with in the past) but overall its a good name

so to sum it up:
protek $1275
treadstone $1800
both need fuel systems ($150-$1000+ depending on how crazy you wanna get)
both need downpipes fabbed up ($IDK)
both need intercooler pipes fabbed up (you can do this yourself with some time patience and careful measuring)

IMO both are potentially a good deal for what you are getting although I would prefer the turbonetics turbo right off the bat, but who knows, the no name in the protek may last for a year or two and then if you replaced it with a brand new turbonetics, you would only end up spending slightly more than the treadstone kit. This is a big decision on your part, I would research the protek more before making the decision

and here's a link to a thread on the kit:
http://forums.2gnt.com/dcboard.php?az=show_topic&forum=8&topic_id=97588&mode=full

might also be a thread on tuners I'll take a quick look.

Edit: opinions from tuners

I would skip on the Pro-tek turbo kit. I wouldn't trust that chinese turbo on my car. I say build your own kit or, if anything, get a Treadstone or Hahn kit. They both use quality products that have stood the test of time on our cars.

Treadstone? Um correct me if I'm wrong, but that company has only been in business a few months. Hardly a test of time.

Maybe you were thinking of Star, the original manufacturer of the manifold that Treadstone duplicated?

Star and Hahn are proven, everyone else has come up short so far.

I was referring to the parts used in the Treadstone kit, not necessarily the company. Their kit uses Turbonetics pieces for the bigger parts which the Star does also, but the Star kit is not manufactured anymore. Yes, you can find kits still from them, but they are not continued to be put together.

My point is, the Treadstone manifold was copied from the Star manifold, yes. But there hasn't been a "test of time" to see if they got the metal alloy and casting process correct. If they did anything wrong, it may crack or warp, unlike a Star kit.
The manifold has always been the weak point in 2gnt turbo kits, and even HRC quietly modified their manifold design once or twice to get it right.

We know the Turbonetics stuff is all good as long as you keep oil pressure in it, no worries there.
