Yes, the timing curve is different in open loop mode vs closed loop mode (open throttle vs partial throttle). Above 80% throttle is considered to be wide open throttle as far as fuel and timing are concerned. You will get more timing advance under partial throttle, and even more advance if you are using the safc for a lean correction. It is a legitimate concern boosting 8 psi at partial throttle, but it has been proven time after time that it is safe with the proper amount of fuel being added. However, with the safc making fuel correction on top of that, I would advise against it on a stock bottom end.
As for your question about when do you need to pull timing on a stock ignition, that is not necessary until you get to around 17 psi on pump gas. I have been running 16 psi daily on 93 pump gas for almost 3 years now without an incident (I do not alter the MAP voltage at all though). I also run 26 psi on 110 on occasion with no knock. You can pull some timing if you want to when using stock internals to help reduce the risk of damaging pistons, but you may as well just run less boost.
