it's a brass nipple. Feeds boost directly off the compressor housing, usually to an internal or external wastegate, or to a boost controller.

well since this seems to be resolved so im going to jump on board and ask my own question. my turbo has another threaded port in the middle of the compressor housing(if you were to follow the snail shape, its in the middle medium sized part) and is very similar to the one for the wastegate only its smaller, and is just a hole. theres nothing there. i plan on just buying a small bolt to put in there and seal it up, but my question is what is it actually there for? its a t3 off of a saab or volvo or something like that. thanks

Probably just the same thing in a different location. For a wastegate or boost controller. Get a pic up, but I'm sure it can just be plugged. You don't want a boost leak.
