Well I wondered the same thing about the star kit. So I am currently checking into having the system tested to be certified carb legal. You can contact the arb and get the forms to do the test yourself. I'm not sure about the cost involved but I'll let you what i find out when i start testing mine and going thru the paper work and red tape.

I think he is trying to say CARB. it is short for california air research board. they are the ones who have final say in what goes on a car (ie: cat converters) too bad they are a bunch of assholes... I too wish HRC files for a EO number. it would be nice not having to pay a additional fee for smog testing. But then again, thier kits would be that much more expesive because it is smog legal....oh the woes...
