isn't that the point of a 1:1? to rise 1lb of fuel for every 1lb of boost? yet mine rises 4-8psi when scootin around town and im still in vacuum.

Normal. It's vacuum-indexed, too. You're supposed to increase fuel pressure as vacuum decreases to maintain the same flow of fuel into the motor.
