I had a restriction in my oil return line, and blew the seals on my turbo. does anyone know of a good place that will rebuild/replace my seals?

The seals might be fine. Excess oil pressure in the center cartidge will always cause oil leakage into the intake/exhaust side of the turbo, but woin't always damage the seals. Fix the return line, clean the oil out of the compressor/hotside, and run it for a while to see if it still leaks. It might not.
