I figured out a huge secret that some people may not have done... With the HKS Standard or SSQV the kit comes with an "air filter" that u put between the vacuum line that runs to the manifold... Well I took the air filter out, ran a solid vacuum line from the manifold to the BOV, and IT DOESNT FLUTTER! After like 3 months of a gay BOV, I finally get my damn thing to work properly... Just wanted to share if anyone else is having this problem... Cool,
