Dude, that "fluttering" sound that you're hearing isn't your BOV, it's compressor surge. That's the sound of your turbo crying stop. Set it about half way between all the way out and all the way in. Don't worry about the sound, worry about not killing your turbo.

If it "flutters" you're getting compressor surge. This will lead to premature failure of your turbo, and is exactly what the BOV is designed to prevent. Contrary to populat belief, it wasn't created just for the cool sound.
adjust your BOV so that it doesn't cause compressor surge when you shift. Softening the setting on your BOV will do this for you.

another way to set it is adjust it so you can feel some air coming out of the bov and then tighten it up till it just closes off.... you can make it tighter if you want but it should be good as soon as you stop feeling the air come out of the bov at idle....
