I am about to buy a stage 1 star turbo . the guy says it has only 5k miles on it . he is asking for about 1300 , it does not come with vortech FMU , fuel pump and fuel rail but he is giving me a gauge pilar and a boost controler . Is this a good deal?? and How can I check if the kit is in good condition ???

Star kit doesnt come with sfmu, fuel pump or fuel rail. You can check the turbo by checking for end play or shaft play.

the star kit does not come with the SFMU but it should have the FMU do you know why he is not including it?
the kit DOES come with an intank high pressure pump. so you will need to buy that one.
you use your stock rail with the star kit so no need for another one.

does it have all the other lines and fittings (i.e. oil lines and fittings)? is there any play in the turbo shaft? just a few things to keep in mind.
