Yes, it should regulate your boost at around a max of 15psi, depending on losses (IC losses, heat, etc).

I wouldn't run 15psi while breaking in a rebuild, but it's up to you.

So was this turbo system in the car before the rebuild? If not then break in the motor with out the turbo and install it later. If you don't grasp the consept of a wastegate, you need not put that system in till the engine is fully broken in. I'm not trying to be a jerk, just help out. With that wastegate the lowest boost you can run will be 15psi. The only way to run under the 15psi is if you are at part throttle and half spooled. Translation, you go WOT in that car and the turbo will spool to 15psi befor it stops. If you are piecing this kit together then wait till after the motor is broken in.

Her turbo kit is already installed. She's just trying to get all the information she needs before she rebuilds the engine.

Just like the rest of us, you'll have to drive carefully at first and always watch that boost gauge to make sure you're not pushing the car too hard until everything is seated.

Ok then I would leave the old wastegate in there till you break in. That way if there is a mistake it won't be as big of a mistake.
