I believe there have been people on here that have passed with the turbo kit on. I believe that as long as you don't live in an area with a visual check, like California, you will pass. I know that when the time comes and I have to take my car to be tested, I plan on putting in brand new spark plugs, turning down the fuel pressure to 47 psi (stock psi), and will make sure the car has been run for at least a half hour (so that everything is up to operating temperatures and the car burns the cleanest). I will also be taking my car to a mechanic for inspection.
Personally, I also would not take the car to the State inspection facilities. I would pay a mechanic. This way if your car fails the mechanic does not have to report it but instead make recommendations / corrections to get your car to pass. If your car fails at a state inspection, they automatically document it and you have no choice but to fix it and then get retested. Many mechanics will overlook small problems for the right price *wink wink*. Doing it this way avoids the hassle of removing the turbo kit.
I have also read many books that say a properly adjusted turbo kit should have no effect on emissions and that in some cases it actually improves your emissions.
