i am in the process of rebuilding the bottom end so i can put the star kit on it and boost to like 15 psi....i have pretty much decided on new pistons, rods rings and all the necessary gaskets...i plan to do the timing belt, tensioner and water pump as well...how important will it to replace the oil pump...i know a few of the local guys(jcurcillo and fly1) haven't done theirs during their rebuilds, just wondering how important it is to us a new pump...thanks...btw the engine being rebuilt i purchased for 200 bucks, has 130k on it and a spun rod bearing...

400whp or bust.

Oil pumps tend to last a whilem, but for $100, it's a good investment "just in case." If the thing locks up, not only will you jump time and bend valves (if it locks to the crankshaft) but you'll lose oil prssure and spin bearings as well. it's a good idea to replace it while you're there.
