Of course you can. But most here don't since most of us here haven't realized the maximum performance of our turbos. (and we don't work for "NAWS!"{NOS})
Nitrous is very similar to turbocharging in that it brings additional O2 into the combustion chamber that normally wouldn't be there under "naturally aspirated" conditions. And as with turbocharging, that additional air requires fuel. Nitrous is just a form of adding air chemically as opposed to the (exhaust powered) compressed version used through turbocharging. Otherwise, they are two forms of doing really the same thing.
Now to my point. Instead of going to all the trouble of adding a nitrous system to quicken the spool-up, we instead focus our time and resources to upping the boost. While that course may not seem "cheap," it certainly is cheaper (and more efficient) in obtaining horsepower than attempting to add a relatively expensive nitrous system with it's potentially complicated fuel requirement when coupled with a turbosystem that has its fuel system already taxed to its upper limits in all likelihood. Because, as I mentioned above, nitrous systems require their own corresponding additional amounts of fuel to feed all the additional O2 that's being added to the engine, both in different portions and at different times in the RPM band, than your pre-existing turbo system. You can imagine that at the point where one is both nitroused AND boosted, whereas both forms of force feeding are requiring fuel at the same time, the amounts of fuel will be no small thing in terms of amount and complicity.
So, (whew) why is it that some people add NOS to their turbosystem? Well, they've probably achieved all the HP they can with their current turbo setup, and trying to up the boost anymore will not negotiate anymore HP without compromising the engine through upping the engine temps to a dangerous level with a turbo running too hot. (plus they can't really add a larger turbo to their system b/c the engine won't support a larger turbo) Next, this hypothetical person, with in all likelihood having VERY large turbo, that probably doesn't achieve full boost to somewhere in the upper 4000 RPMs or so, it makes sense to have a NOS system that contributes in the lower RPM range and helps that spool up as you noted. But most importantly, there's just nowhere else to turn to add more HP, so nitrous is where this person turns.
For even your elite turbocharging 420a joe, sporting FWD and a mid-sized turbo that spools up by ~3500 rpms boosting in the mid teens to early 20's, the addition of NOS would probably earn more in recognition points than HP efficiency points.
Try and focus your efforts on realistic goals, not "fast and furious" ones. This is all just my humbe opinion of course. After all, my name isn't Dominic, and I don't claim to "know" anything about "racing" like he does!
