Yes, he is correct. The GS-T one works with out cars. I think it's still a matter of trivia how to get aftermarket car alarms to work in tandem with the turbo timers though.
i.e. so you can take your key out, have the turbo timer do its thing keeping the car running, while at the same time arm your car alarm.
