I'm putting my new motor together and have the all of the top and the second rings gapped, but the lower two rings (not the oil scraper ring) are pre-gapped from .015 to .025, I remember reading that they need to be a miniumum of .015, should I just put them in? Or what gap should I go for all of them? (Turbo motor 8.8:1 0.020 over JE pistons)

Clarify what you are talking about. Aside from the two compression rings, there is an oil expander with two oil ring rails, also known as oil scraper rings.
If you took the time to refer to your JE piston spec sheet it says to have the oil ring rails at a minimum of 0.015" - which you have already stated.
And you cannot use the excuse that you lost or misplaced the spec sheet as it is available to download. I could go on and on about the issues at hand if you are asking this question.

Yes, the oil control rings, my bad. It says minumum of .015 right here on the spec sheet yes, but does it matter if they vary up to .025"? That's how they came. I checked all of the control rings in each cylinder and they all vary from .015 to .025 (meaning I checked all of them in cylinder 1 then all in cylinder 2 etc.) and they all differ. Is that okay?

Basically Mikey is correct as long as they are at least .015 if they vary.....then oh well.
Rarely will you get an oil control ring that is gapped smaller than the spec required which is why the general statement that you never have to file them. Once in a great while you can find yourself getting a ring that is smaller gap and you need to touch it up.
