If Im correct, bumper covers are the flexible painted part that screws onto the actual hard part of the bumper...... right? So is it not possible to take a 97-99 eclipses bumper cover and put it onto the bumper of a 95 eclipse? Or am i completely wrong....

I got banned for being a constant tard.

It's very possible to swap a 97+ front onto a 95-96. it's a direct fit. The only issue is the headlights, which changed style . You'll end up with an overlap over the inside part of your 95 headlights..
