if i a mnot mistaken...its not teh seats that have to be certefied, but rather teh harnesses. Considering they bolt up in the same points and have teh same function. Only difference is maybe what they are made of.
AFAIK...the only DOT harnesses are made by Shroth (sp?)

But if the construction isn't made to handle an accident then the seat could fail based on your weight and how bad the accident is? I am just pulling this out of my ass but it makes sense to me.

I think sport compact car did an article on seats a while back...and tenzo r's were the worst seats to buy. better off stock. save up and get sparcos or recaros. remember...you get what you pay for. also, the way the harness is laid out is also important. sparco is one of those companies that sells those harness bars, they go behind the drivers/passengers seat. it allows the harness to be mounted at a height as such as when you DO get into an accident, you wont hurt yourself. say you just mount the aftermarket harness' to the stock mounting points, youre liable to snap/break/strain your shoulders. check car forums/ebay for used seats. I saw this bid for a pair of Torinos I wanted...I wish I had the money. 300 bucks! it pays to shop around.

good point...but i really don't think it matters. They have full CF and fiberglass seats and if you were to get into an accident where the seat would shatter then you would get shards of carbon fiber/fiber glass and gel coat in your ass
As for the harness...make sure you mount it correctly as ^^ said.

The problem with cheap seats is the locking mech. The only thing you have to worry about is getting hit in the ass end. If your in a front impact, your harnesses do the job and your seat can go fuck itself cause it doesn't matter in that case. The only way I would use the "cheap seats" would be if I have a roll cage. That would protect you from rear impact and rollover, and like I said the seats don't mean shit in a front impact as long as your harnesses are strapped in right.
