your best bet would be to sand blast or media blast all the paint or powder coating off first. then your best bet would be to steel wool the metal till it is smooth and consistent. then go at it with your polishing compound(mothers, blue steel, wenol) it may require a lot of time but it will be worth it. also, you could always have them chromed. more money, less manual labor on your part and easier to maintain

Try running a turbo kit in AZ during the summer. Any little thing to help keep the temps down is a good thing.
