i took nine bolts off..... 2 on each side, and 5 on top..... now, there are 2 bolts left, one on each side, and they are sitting directly underneath the headlamps. i was told the headlights did not need to come off to take the bumber off, but i cant get to them if i dont.
does anyone know what im talking about?

Oh yah those 2 screws are a real BIOTCH to take out....you need an angled racheting philips screwdriver and lots and lots of patience and bending a lil bit the front bumper...make sure to cover the racheting screwdriver with something soft not to scratch the paint

go at the bolts from underneath. they are plastic. feel along the bottom of the top innner bumper suppoer and you can feel them poking threw. take a screw driver and pop them out

I think there is some confusion...
You have 4 bolts underneath the car that connect to the bumper support bar. Remove those. 2 bolts on the passenger side next to eachother sorta, and 2 on the dirve side.
After those bolts, remove the 5 bolts in the center between headlights.
After those, there are 2 bolts on each side where the bumper meets the fender. They are usually rusted and tough to get to. Thats all.

depends what you're trying to do. if you take off the front bumper cover AND the fron re-enforcement bar as one piece then you don't hafta worry 'bout those little plastic screws. you cna yank 'em once it's off the car. to take off the re-enforcement bar there's 4 14mm bolts. two on each side. they're recessed inside holes on the bottom of the car. take those out and the whole bumper and re-enforcement bar as one piece. then you can unbolt your headlights with ease.

Here's a step-by step-photo tech topic I did about how to properly remove the front bumper on a 2G without tearing out any bolts or risking damage to your flex paint or your headlamp mounting tabs. Each photo has additional info. This is a way body shop or dealer takes the bumper on and off...why not do it the same? It's easier than forcing it out.
