ok i hit a tree a while back and i messed up my hood and i can get a CF hood for cheap. now im going to paint the CF hood the same color of the car so you wont be able to tell is CF. Now i want to put a Scoop in my hood. Can you do that with CF or am i better off trying to find a good deal on a Fiber Glass Hood

CF Hood + Cheap = Crap 99% of the time.

If you're looking for "less expensive" go with a fiberglass hood. They're not as expensive as the CF ones for the same quality. And if you're going to paint it anyway having CF doesn't matter. Most CF hoods are fiberglass hoods with a layer or two of CF on top to look like a CF hood. For a true, 100% CF hood you'd pay out the ass.

Miller is right. You get what you pay for.
To answer your question... I'm sure you can do it but I don't know if you could make it functional.
