You can buy that exact stuff at Autozone or Pepboys for like $3-$4 bucks a can. My dad used some when painted his jeep interior.

He used it on his vinyl door panels (probably same material as out dash) and it looked very smooth and clean. And it wasn't shiny, so you might want to try it.
But test it on a unimportant spot first, incase it doesn't work as well on our type of vinyl.
