I have a 95 eclipse and im thinking of doing a 97 front end conversion. Do I need anything eles besides the front bumper and headlights? Is there any other type of reinforcement or insulation that I need?

if you get an aftermarket bumper for a 97+ you may have to remove the front reinforcement piece on your 95-96...

I just want to install a stock 97-99 front end. So all I need is the bumper and headlights? Also how hard is it to convert the fog light too (as far wiring them goes)

the wiring is the same. and you can leave the bumper reinforcement in there it fits fine

I did the conversion as well and it kicks ass. As he ^^^^ said, foggers wire in the same. I would suggest buying the PILOT OEM style 97-99 fogs. I have had them for a while with no issues. They bolt right up and look stock. I got my pair for under $80 brackets and all. New ones from the dealer are $250 a piece. Deeezam. Also plan on extending the reverse light wires on your 95 as they are too short for the new style bumper. The hardest part was the rusted bolts. Advice, soak them overnight or its a bitch!!
