But I cant find the bolt underneath. I was told there was one bolt under the car that lets me pull them out. Anyone know

It is under the headlight very hard to get at i ended up braking my headlight out. But i no some one said take the bumper off but i couldn't get my bumper off with out getting the headlight off no totaly sure but u should be able to get at it from underneath.

Take the bumper off first
you need to feel where the headlight and the bumper support meet under the car. Pop the screws out (they are plastic. The other screws on the bumper are easy to find

ya you CAN take it off w/ the bumper still on but it's a real pain. easiest thing is to take off the bumper (including the reinforcement bar and everything). there's like 2 10mm bolts inside each wheel well (just bend the black splash guards outta the way.. might hafta unscrew them too). then there's a whole bunch've 10 mm bolts under the bumper. take those off. then there's the five right on top the bumper where the hood latch is in between the headlights. (the five closest to the front of the car). lastly there's four 14 mm bolts (two on each side) under the car. it's kinda hard to see them. they're recessed inside holes. these are the ones that hold the reinforcement bar. it'll look like they're not actually connected to the bumper. if you're lying down under the car looking straigh up you'll see them facing you. just unbolt those and the whole assembly should slide out towards the front of the car. you'll have the bumper, which will be attached to the reinforcement bar (along w/ some foam padding). after that taking the headlights is no problem. i think there's a writeup on the main page on taking off the bumpers
