i want to cut the piece that hangs off the bottem of my rear blitz bumper... waht is the best way to cut it off whle its on the car? let me know

if its small and noticible i would use a manual saw so as not to go to fast and not mess anything up
i used everything, a dremel, an electric saw, fiberglass is easily cut or sanded etc
