I took out the panel to clean the inside of the plastic and when i plugged it back in , 1 bulb behind MPH and 1 behind RPM wont work. it's only lighting up half of the tachs. how do i go about fixing this and/or where can i buy a whole new instrument panel , maybe indiglo?

why would a fuse only burn out 2 bulbs and not all of them?

you can just replace the bulbs its fairly easy.. two bolts on the top and pull out the bezel part.. there are two clips on the each side at the bottom.. once that is out.. there will be i think 2-4 screws top and bottom undo those and then you can pull out the cluster.. find the bulb/bulb holder for the ones that are out and replace them with the right sized ones, which you should be able to get at any autostore.
