#30022, "Fog lights and Grill, how do I get the front bumper off"

I bought some fog lights like over a year ago, I'm so sick of looking at them sitting on the floor collecting dust!!! About 5 months ago, I attempted to install them when the factory ones were, but the brackets are too small to hold the lights. Does anyone know how I could install them? I could mount them but they would be sunk in too much defeating the whole purpose when the beam of light is shining inside the bumper. This is what I have:

I'm not worried about wiring it up, because I'm just gonna use the stock wires so I don't have that huge switch. The stock wiring is the correct wattage, I already looked that up.
Also, I bought a grill to put in that huge hole in the front of the bumper, but it came with shitty instructions so I'm not sure what to do about that. Any help on both of these would be so much appricated. I have a 1998 GS.

I got a grill. And some big as lights behind them.
If you wanna change the color of your driving lights just change the bulb. H-3.
